APPLICANT REQUESTS THAT:

Her DD Form 214, Certificate of Release or Discharge from Active 
Duty, be corrected to reflect her grade of staff sergeant (E-5) 
(SSgt).

APPLICANT CONTENDS THAT:

She was demoted to the grade of senior airman (E-4) (SrA) as a 
result of failed Fitness Assessments.  The Secretary of the Air 
Force Personnel Council (SAFPC) returned her grade of SSgt, 
after they found she served satisfactorily in the higher grade.  

In support of her appeal, the applicant provides copies of the 
SAFPC Grade Determination, her DD Forms 214, and her Request and 
Authorization for Separation.

STATEMENT OF FACTS:

The applicant is a former member of the Regular Air Force who 
was progressively promoted to the grade of SSgt.  The applicant 
was demoted to SrA on 14 January 2013.  Her package was 
forwarded to SAFPC for finalization of her Medical Board and 
grade determination.  

On 10 April 2013, SAFPC found the applicant unfit and directed 
she be discharged with severance pay.  They also determined that 
she did serve satisfactorily in the higher grade of SSgt within 
the meaning of Title 10, Untied States Code, Section 1212; and, 
that she was entitled to disability severance pay in the grade 
of SSgt.  She was released from active duty on 14 July 2013 and 
honorably discharged with severance pay, with a disability 
rating of 20 percent.  She completed 14 years, 6 months, and 15 
days on active duty.

AIR FORCE EVALUATION:

AFPC/DPFD recommends denial.  DPFD states the applicant’s DD 
Form 214 correctly reflects the grade of SrA which was the 
active duty grade she was wearing upon her date of separation.  
To amend or change her DD Form 214 would be in violation of Air 
Force Instructions and is not authorized.

APPLICANT'S REVIEW OF AIR FORCE EVALUATION:

A copy of the Air Force evaluation was forwarded to the 
applicant on 2 May 2014, for review and comment within 30 days 
(Exhibit C).  As of this date, this office has received no 
response.

THE BOARD CONCLUDES THAT:

1.  The applicant has exhausted all remedies provided by 
existing law or regulations.

2.  The application was timely filed.

3.  Insufficient relevant evidence has been presented to 
demonstrate the existence of an error or an injustice.  We took 
notice of the applicant's complete submission in judging the 
merits of the case; however, we agree with the opinion and 
recommendation of the Air Force office of primary responsibility 
and adopt its rationale as the basis for our conclusion the 
applicant has not been the victim of an error or injustice.  
Therefore, in the absence of evidence to the contrary, we find 
no basis to recommend granting the relief sought in this 
application.

THE BOARD DETERMINES THAT:

The applicant be notified that the evidence presented did not 
demonstrate the existence of material error or injustice; that 
the application was denied without a personal appearance; and 
that the application will only be reconsidered upon the 
submission of newly discovered relevant evidence not considered 
with this application.
